RATIONALE
Paragraph 7-3.4.2 0f NFPA 20 has been revised to require all electric fire pump controllers to have ameans provided on the exterior of the controller to read all line voltages and line currents. Paragraph13.1 of UL 218 provides requirements related to using test instruments in the field. Therefore, ULproposes to revise paragraph 13.1 to require an extermal means for metering in the field. This revision isconsistent with the Standard for the installation of Stationary Pumps for Fire Protection, NFPA 20.
IMPACT
As this proposal would require all electric fire pump controllers to provide the metering methods, areview of currently Listed electric fire pump controllers would be needed to determine compliance. ULproposes that the requirement becomes effective 18 months after publication.
PROPOSAL
13.1 Provisions shall be made within the controler for the use of test instruments in the field afterinstallation for verification of all line voltages and currents without disconnecting any conductors within thecontroler. Means shall be provided on the exterior of the controller to read all line voltages and currentsRevised 13.1 effective (18 months after publication)
2.SINGLE PHASING CIRCUITRY
RATIONALE
Paragraph 7-4.5.6 of NFPA 20 has been revised in order to allow electric fire pump controllers toprevent a three phase motor from starting under single phase conditions; however, if the motoris already running at the time the single phasing ccurs, the motor shall not stop. UL proposes to add22.2 to address sensors used to prevent a three-phase motor from starting under a single-phasecondition. This revision provides consistency with NFPA 20.
IMPACT
As the proposal establishes performance criteria previously not addressed by the standard, a review ofcurrently Listed electric fire pump controllers will be necessary to determine compliance; therefore,UL proposes that the requirement becomes effective 18 months after publication.
22.2 Sensors used to prevent a three-phase motor from starting under single-phase conditions shall notcause disconnection of the motor when running at time of sinale-phase occurrence. Such sensors shalbe monitored to provide a local visible alarm in the event of malfunction of the sensors. Whensingle-phase (loss of phase) motor protection is provided:
a) The failure of any circuit or component whose primary function is the detection, signaling, orresponse to a loss of phase of the power source shall not prevent the motor from starting underrestored power conditions.
b) If the single phase loss condition occurs while the motor is running, any circuit or componentwhose primary function is the detection, signaling or response to a loss of phase of the powersource shall not interrupt the power to the motor, including low rpm and locked rotor conditions.
c) The voltage threshold (drop out) for any circuit or component whose primary function isprotection of the motor from a loss of phase of the power source shall not exceed 70 percent ofthe nominal line voltage.
d) When the motor is protected from a loss of phase of the power source, starting capabilityshall be automatically restored within 10 seconds or less upon the restoration of power.Added 22.2 effective (18 onths after publication)
3.POWER AVAILABLE LAMP
RATIONALE
Paragraph 7-4.6.1 f NFPA 20 has been revised to require all electric fire pump controllers to have avisible indicator monitoring the availability of power in all phases at the line terminals of the motorcontactor. UL proposes to revise 23.1 to require a visible indicator to monitor the availability of power inall phases for phase loss. This revision provides consistency with NFPA 20.
IMPACT
As the proposal requires all electric fire pump controllers to provide a monitoring indicator, a review ofcurrently Listed electric fire pump controllers will be necessary to determine compliance. UL proposesthat the requirement becomes effective 18 months after publication.
