RATIONALE
Paragraph 1.4 in the Scope of the Standard for Electric Baseboard Heating Equipment, UL 1042. stateshat any air-heating appliance sold or recommended for use as a baseboard heater is to be identifedas a baseboard heater. Under this requirement if a manufacturer designs an air-heating appliance thatis intended to be placed with its back along a wall but does not sell or recommend the appliance asa baseboard heater it may not be identifed as a baseboard heater. As such the product may be incompliance with, and obtain Listing through the Standard for Movable and Wal- or Celing-Hung ElectricRoom Heaters, UL 1278. Paragraph l.4 of UL 1042 also states that a portable baseboard heater.excluding projections of guard or feet, shall have a depth of less than 5 inches. At the time thisrequirement was created all Listed portable baseboard heaters were less than 5 inches in depth.However, this is no longer the case. Under the current requirement a manufacturer may design aportable heater that would otherwise be regarded as a portable baseboard heater, except that its depthis slightly greater than 5 inches, As such the product may be in compliance with, and obtain Listingthrough the Standard for Movable and Wall- or Ceiling-Hung Electric Room Heaters, UL 1278.
While UL 1042 and UL 1278 have many requirements in common there are some important diferencesresulting from the fact that UL 1042 specifically targets potential hazards associated with baseboardheaters. For example, UL 1042 specifes maximum temperature rises for all exposed exterior surfacesof the heaters while UL 1278 (currently) does not. UL believes that any air-heating appliance that isintended to be placed with its back along a wall and meeting certain dimensional parameters is abaseboard heater (regardless of whether the manufacturer identifes it as such) and should comply withthe requirements in the Standard for Electric Baseboard Heating Equipment, UL 1042. UL also believesthat a portable heater that would otherwise be regarded as a portable baseboard heater, except thatits depth is greater than 5 inches should comply with the requirements in the Standard for ElectricBaseboard Heating Equipment, UL 1042. Therefore, UL is proposing to revise paragraph 1.4 in Ul1042 as shown below.
PROPOSAL
1.4 Any air-heating appliance that is intended to be placed with its back as near as possible to a wal isto sold or recommended for use as a baseboard heater, irespective of its dimensions or othercharacteristics.is to be identied as a baseboard heater. lt- will be categorized as a fixed or portablebaseboard heater in accordance provided it complies with the following:
a) Fixed – A permanently-ired heater is identified as a fixed baseboard heater if:
1) The heater is less than 6 inches (150 mm) in overall depth, the ratio of the overallength to the overall height is more than two to one, and the heater can be installedcompletely within a space of 18 inches (460 mm) above the floor; or
2) The heater enclosure is intended to be connected to other heater enclosures to forma system.
