What does it take to identify something as a risk so that it becomes something that exists as if out there, something that we may worry about, that we may want to avoid, that we may want to protect ourselves from, that may become an object of perception. assessment, or management? Most of the risks that we mentioned above concern the actions of an individual and the consequences for this individual: these we call individual risks. But a community or society may also be exposed to risks, namely, societal risks. These risks — which include inflation, climate change, lack of health care, smoking. terrorism, and many others are faced and managed collectively even though the unwanted possibilities associated with them would affect individuals.
