4.2.5 Allocation rules
4.2.5.1 Allocation between co-products
Most industrial processes produce more than one product. Normally more than one input is needed to produce one product and sometimes products are co-produced with other products. if allocation cannot be avoided to solve the problem of co—production. e.g. by subdivision, then allocation shall be based on the attributional principle. In the case of parallel production of different product versions on a line or at a location where only the level of inputs and outputs is known however, Multi-Output shaH be applied as an allocation rule in order to calculate the environmental impact of the product under study.
Muiti-Output: The allocation is based on a quantitative calculation of the resource consumption and the emissions for example in relation to the distribution of functions, physical properties or economic aspects.
Physical properties, such as mass, net calorific values. etc.. shall be preferred, otherwise economic aspects. such as man-hours, operatIng hours or manufacturing cost may be used.
4.2.5.2 Allocation for recovery operations
Inputs and outputs related to recovery operations, including material or energy substitution generated can be allocated between two life cycles.
the allocation rule may be descnbed through the genenc formula provided in Annex G. The formula and allocation rule shall be applied consistently to recovery operations of any waste generated (including packaging) along the life cycle.
If benefits from substitution generated by recovery operations at the output of the system under study are excluded, then the allocation should be done according to the formula provided in G.2.
If benefits from substitution generated by recovery operations at the output of the system under study are included, then the allocation should be done according to the formula provided in G3 or G.4.
The allocation rule should be defined further in PSRs. in accordance with ISO 14044:2006 prInciples. If no PSR exists, the choice of allocation procedure shall be documented and Justified In the LCA report.
4.2.6 Units
SI units should be used in the LCA and LCA report. In some cases, non-SI units can be used, as for example:
kW (MW) for power and kWh (MWh) for energy.
4.2.7 Data quality
4.2.7.1 Selection of data
Primary data sources, specific data or average data derived from specific production processes shall be the first choice as a basis for the LCA. In addition, the following rules apply in case the ICA results are intended for an environmental declaration:
— A LCA of an average product shall be based on representative average data for the declared product, at least for the processes the producer has influence on;
NOTE Average product depends on the LCA studies goal and scope, so an average product can be an average between different manufacturers fur one specific power rating (functional unit) or an average product of one manufacturer in a typical configuration. eg. evaluated by market share.
— A LCA of a specific product shall be based on specific data for the declared product. at least for the processes the producer has influence on:
— Generic data may be used for some up- and downstream processes. e.g. raw material extraction, electricity generation, waste incineration and recycling processes. Thés may be detailed further in PSR.
When specific data are not available, as secondary data source, generic data should be used for the processes included in the system boundaries. Generic data shall be identified and consistent with the scope of the study in terms of temporal, geographic and technotogic coverage.
In order to evaluate generic data coverage and consistency with the scope of the study, and for the purpose of transparency and traceability, generic data for which temporal. geographic and technologic coverage is available shall be used and documented in the LCA report. If the coverage is not available, qualitative assessments shall be documented In the LCA report. Also, the rules used for adapting generic data to be consistent with the scope of the study shall always be clearly documented in the LCA report
