INTRODUCTION
1.1 Scope
1.1.1 Equipment Covered by This Standard.Thissafety Standard covers the design, construction, installation, operation, inspection, testing, maintenance, andrepair of inclined stairway chairlifts and inclined andvertical platform lifts intended for transportation of amobility impaired person only The device shall have alimited vertical travel, operating speed, and platformarea. Operation shall be under continuous control ofthe user /attendant. The device shall not penetrate morethan one floor. A full passenger enclosure on the plat-form shall be prohibited.
1.1.2 Equipment Not Covered by This StandardEquipment not covered by this Standard includes, butis not limited to, the following:
(a) clcvators, escalators, moving walkways, materialifts, and dumbwaiters within the scope of ASMEA171b-1997 and later edition
(b) personnel hoists within the scope of ANSI A10.4(c) manlifts within the scope of ASME A90.1(d) powered platform and equipment for exterior andinterior building maintenance within the scope of ANSlA120.1
(e) portable equipment
(/ amusement devices
(8) stage and orchestra lifts
1.1.3 Application. This Standard applies to newinstallations only.
1.1.4 Effective Date. The requirements of this editionto the Standard are effective as of the date established bthe local regulations of the authority having jurisdictiunWhere the Standard has not been adopted by local regulation and a specific edition has not been stipulated bcontractual agreement, compliance with this edition isrecommended as of the effective date listed in the froniof the document.

The provisions of this Standard are not intended toprevent the use ofsystems, methods, or devices of equiv-alent or superior quality, strength, fire resistance. effectiveness, durability, and safety to those prescribed bythis Standard provided that there is technical documentation to demonstrate the equivalency of the system,method, or device.The specific requirements of this Standard shall bepermitted to be modified by the authority having juris-diction based upon technical documentation or physicalperformance verification to allow alternative arrangements that will assure safely equivalent to that whichwould be provided by conformance to the correspond-ing requirements of this Standard.

approved: acceptable to the authority havingjurisdictionauthority having jurisdiction: organization office, or individual responsible for approving equipment. Wherecompliance with this Standard has been mandated bylaw, the “authority having jurisdiction” is the federalstate, or local department or individual so designatedin the enacting legislation or administrative regulationautltorized personrel: persons who have been instructedin the operation and/or maintenance of the equipmentand designated by the owner to use or maintain thoequipment.
