3 Requirements
3.1 Material. All products shall be water dispersible and manufactured from quality colorants and other essential materials uniformly blended. Finger paint, watercolor crayons, watercolor markers, block printing ink, washable acrylic paints and acrylic paints in tube form shall be ready for use as received. Liquid tempera, liquid watercolors, and acrylic paints in jars shall be ready for use when thoroughly mixed, if not ready for use as received. Powder tempera and powder finger paint shall be ready for use when mixed with water according to the manufacturer’s directions on the container. Semimoist watercolors, dry pan water – colors, and cake tempera shall be ready for use when moistened.
Watercolor markers shall be of durable plastic or metal with a cap and barrel designed to inhibit moisture loss. The nibs shall be of sufficiently durable material to perform as intended and last at least as long as the fluid. The nibs may provide a choice of marking widths. The caps shall be so designed as to be easily closed securely by children. The markers may be color coded to match the color of the contents. The dyestuffs shall be water soluble or finely ground in a water – soluble base.
3.2 Color The basic colors shall be intense. With the exception of watercolor markers, they shall mix readily with white or black to produce tints or shades.
3.3 Preservatives. There shall be no evi – dence of product decomposition. To test for mold growth, use the procedure in 4.2, except for semi – moist watercolors, dry pan watercol – ors, watercolor crayons and markers, and cake tempera. These products shall present no evidence of decomposition as presented by the manufacturer before initial use.
3.4 Toxicity. Formulas for paints and inks shall be evaluated by a recognized authority in human toxicology. No material used in the paints and inks shall be present in sufficient quantities to be toxic or injurious to the human body as a result of any foreseeable handling or use. In making the determination of non – toxicity of the formulation, the toxicologist shall take into account the following:(1) Current scientific knowledge of the acute and chronic toxic potential of each ingredient of the formulation;
